I have the honour to forward to you, herewith,
a copy which I have just received from the Treasurer
General of new Regulations which he has drawn up,
and which he desires to put into operation as soon
as possible, affecting the production and sale of
opium and its bye-products in Persia.
It would appear to me that some form of state
control in a country like this is essential and at a
time when the tendency in other countries is towards
a restriction of the area under poppy cultivation
and of the amount of opium manufactured annually
some provision for such restriction in Persia would
also appear desirable.
The draft Regulations enclosed, herewith, con-
tain no such provision though it is true that by
Article 5 paragraph 7 the right is reserved to limit
in each district, the number of factories, this
however, is a restriction which the Revenue Depart-
ment
